Every three months, with the cooperation of drivers, the state of Illinois tracks the performance of repairs to correct the maintenance issues that have made their cars fail an emissions test.
The results are published quarterly in the State's Repair Facility Performance Report. Each service is scored in what's known as the Repair Effectiveness Index (REI).
The REI is an indication of a shop's ability to repair a vehicle that failed the enhanced emissions test. It is based on failed emissions test repair data and is calculated by dividing the number of successful emission repairs by the total number of failed emissions repairs at specific repair facilities. Shops that repaired at least five emissions failures during the last six months and achieved a 75% or greater REI are included in this report. The highest possible REI is 100%.
